Step 1: Make and notarise the affidavit

You swear an affidavit on non-judicial stamp paper declaring your old name, new name, your father's or husband's name, your address and the reason for the change. It has to be signed in front of a Notary Public or Oath Commissioner. Uttar Pradesh's stamp duty on an affidavit is Rs 10 (Schedule I-B, Article 4), though vendors commonly issue Rs 20 to Rs 100 e-stamps; the stamp is an e-stamp paper bought from a licensed stamp vendor. Stamp vendors and notaries sit together at the Gautam Buddh Nagar District Court complex in Surajpur, Greater Noida-201306, and notaries also practise around Sector 18 and Sector 62. Write every name fully expanded, with no initials, because that is the form the passport office and the gazette will print.

Step 2: Publish in one newspaper

You publish a short name-change notice in one daily newspaper. The Department of Publication's guideline asks for "one of the daily local leading newspapers"; the two-newspaper idea comes from the passport office, which accepts two cuttings as an alternative to a gazette. Noida is covered by the Delhi editions, so the Hindi choices are Dainik Jagran, Amar Ujala, Hindustan and Navbharat Times, and the English ones The Times of India, Hindustan Times and The Indian Express. Indicative classified rates for a name-change ad in the Delhi edition: Hindustan about Rs 300, Amar Ujala and Navbharat Times about Rs 600, Dainik Jagran about Rs 900, The Times of India about Rs 950, for a minimum-size ad. The ad must carry your old name, new name, father's or husband's name and address, in the same spelling as the affidavit. Keep the original printed page, not a photo, because it goes into your gazette file.

Step 3: File for the gazette notification

Pay Rs 1,100 (adult) or Rs 1,700 (minor) on BharatKosh under Department of Publication, then assemble the file: the typed proforma signed by two witnesses, the affidavit, the newspaper page, ID and address proof, photos, a signed declaration and a soft-copy CD with the notice in MS Word. The file goes to the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha metro station, Delhi-110054, by post or courier or in person (public dealing 10 AM to 1 PM and 2 PM to 4 PM). The Department's own guideline says the application must be "submitted personally or sent by Post/Courier only" and that "no other channel is permissible viz Agents, Advocates, etc.", so the envelope carries your name. Your notice is printed in Part IV of the Gazette of India and you download the PDF free from egazette.gov.in; printed copies stopped in October 2015. Nothing in the file may be older than one year.

Order matters: the affidavit always comes first. The newspaper ad and the gazette proforma both copy their details from it, so fix the exact spelling before you sign.

Noida Is in Uttar Pradesh: Is There a UP State Gazette Route?

This is where most Noida residents get confused, and where most websites are wrong. Noida sits in Gautam Buddh Nagar, Uttar Pradesh, and Uttar Pradesh does publish a weekly gazette. What it does not do is publish private citizens' name changes.

So which one do you use?

The Central Gazette, because it is the only one open to you. We checked the official UP gazette portal: 338 weekly issues are listed, the title of each is "Government and Private Ordinary Gazette", and the "Private" category filter returns nothing. Six issues from 2023 to August 2026 were read in full and the only name-change entries are sanctions for state employees. Unlike Haryana next door, which runs a citizen Change of Name service on its Saral portal, Uttar Pradesh has never published a fee, form or counter for a private notice. So a Noida resident, like every UP resident, files Part IV of the Gazette of India, and that is also the version the Passport Seva Kendra, UIDAI, the Income Tax Department, banks and embassies recognise on sight.

Two things competitors get wrong: there is no "UP State Gazette route" with a Rs 200 to Rs 500 fee at "Government Press, Lucknow", and there is no "Noida gazette office". The Directorate at Prayagraj prints the gazette; it does not take name-change applications from the public. If you are a central government employee, you do not use the standard self-application; you follow the departmental deed procedure below (deed, newspaper, Gazette of India through your office).

Gazette Notification Format for a Name Change: What the File Actually Says

"Gazette notification for name change format PDF / Word" is a common search from Noida. There is no form to download; the Department of Publication prescribes a short proforma that you type, sign and also supply on a CD. This is the structure.

1. The proforma (typed, two copies)

A single paragraph in the first person: "I, [old name], son / daughter / wife of [name], employed as [occupation], residing at [full address], have changed my name and shall hereafter be known as [new name]. It is certified that I have complied with other legal requirements in this connection." Below it: your signature in the old name and in the new name, the date, and the names, addresses and signatures of two witnesses. Type every name fully expanded, in capitals, exactly as on the affidavit.

2. The CD

The same paragraph as an MS Word file on a CD or pen drive. It must be identical to the typed proforma, letter for letter; a mismatch between the hard copy and the soft copy is one of the commonest rejection reasons. The declaration you sign certifies that the hard copy and the CD text are the same.

3. The newspaper notice

Shorter, and in the same spelling: "I, [old name], son / daughter of [name], residing at [address], Noida, Gautam Buddh Nagar, have changed my name to [new name] vide affidavit dated [date] sworn before [notary]." One daily is enough; keep the full printed page, not a cutting.

4. What goes with them

The affidavit (original, Rs 10 UP stamp, notarised), the newspaper page, self-attested ID and address proof, two passport photos, the BharatKosh e-receipt for Rs 1,100 or Rs 1,700, and a request letter. Nothing older than one year. Post the set to the Department of Publication, Civil Lines, Delhi-110054, or hand it in between 10 AM and 1 PM or 2 PM and 4 PM. There is no "gazette certificate"; the published Part IV page, downloaded from egazette.gov.in, is the document every office accepts.

Saves a rejection: the exact spelling and format of your old and new name must match across the affidavit, the newspaper notice, the proforma and your ID proof, and the Department rejects documents older than one year. One extra initial or a swapped middle name is enough to bounce the file.

Is the Process in Noida Fully Online?

Mostly. You can do almost all of the preparation online: draft the affidavit, book the newspaper ad, pay the BharatKosh fee, and download the final gazette PDF, without visiting a government office. What is not online is the notary's signature and the physical file, which reaches the Department of Publication in Delhi by post or courier, or by hand if you take the metro.

So "100 percent online" is a stretch, and "we file it for you" is worse, because the Department bars agents from submitting. Call it mostly online, with one signature and one envelope in your own name, and the drafting, booking, payment and packing around those two steps is what we do.

Two honest notes: newspaper cost is the biggest variable, and the gazette fee is non-refundable even if your file is rejected. Ignore "Rs 999 all inclusive" headlines, which cannot cover the Rs 1,100 government fee, and "Rs 6,999" listings, which bundle a service charge. That is exactly why matching the documents correctly the first time matters so much. Pay the fee only through BharatKosh and keep the receipt.

How Long Does It Take in Noida?

Nobody publishes a timeline, and that is the honest answer. The steps before the gazette are quick: the affidavit and notarisation typically take a day, and a classified ad booked before the afternoon cut-off usually prints the next morning. The Department of Publication gives no service deadline; Part IV prints weekly, and your notice appears in an issue after the Department clears the file. That is why the figures on other sites ("7 to 15 days", "3 to 4 weeks", "30 to 45 days") disagree with each other: they are guesses. What you control is a clean file, posted early, with the BharatKosh receipt number kept safe.

Updating your individual documents afterward, such as Aadhaar, PAN and passport, is a separate timeline on top of this. There is no official fast-track and no Tatkal gazette, so anyone promising a "3-day gazette" is not being straight with you.

Birth Certificate Spelling Mistake? That Is Not a Gazette Case

Here is something most Noida name-change pages get flat wrong: they tell you to run a gazette notification to fix a spelling mistake in a birth certificate. That is the wrong route.

A clerical or spelling error in a birth certificate, a wrong letter or a typo made by the registrar, is corrected by the Registrar of Births and Deaths under Section 15 of the Registration of Births and Deaths Act, 1969, through the local registrar. Noida is not a municipal corporation; in Noida the registrar's counter sits with the district health department (CMO office, Sector 39, near Noida City Centre metro; confirm the current counter before you go), Greater Noida has an office at Alpha-1, and the records sit on the national CRS portal. A correction is lodged with the registrar with the original certificate, the hospital's record and an affidavit; a full change of name is entered against the old record with the gazette as evidence, not by erasing it. It is not a gazette job on its own. The gazette route is for an actual change of name, adopting a genuinely different name.

Use the right channel: if a service pushes you toward a gazette for a simple birth-certificate typo, that is a sign to ask more questions. You may be paying for a gazette you did not need.

CBSE and UP Board Certificate Corrections for Noida Students

Most private schools in Noida are CBSE-affiliated; the district also has UP Board schools. The gazette is evidence for both boards, not the application itself.

CBSE, Regional Office Noida

Gautam Buddh Nagar schools report to the CBSE Regional Office at Noida (set up in 2019 for 17 western UP districts; older certificates may still route through the Dehradun office). Spelling corrections are made against the school admission record through the school head, generally within two years of the result. A change of name (a genuinely different name) is entertained under Examination Bye-law 69.1 only where it has been "permitted by a Court of Law and notified in a Government Gazette", and the gazette must be dated before the result is declared. So for a CBSE student the gazette is essential and the timing matters; schools typically quote about Rs 1,000 per document.

UP Board (UPMSP), Prayagraj
