The gazette itself is centralised — publication happens at Gulzarbagh, Patna, whichever district you live in. But the two steps before it are local: the affidavit can be sworn before any Notary Public in your own district, and the newspaper advertisements are booked with the papers wherever you are. So a resident of Muzaffarpur, Gaya or Bhagalpur does the same work locally and only the final file reaches Patna.
In Bihar almost every certificate runs through RTPS, so people reasonably assume the name change does too. It does not, and looking for it there wastes days.
