What changed in 2025

Why the Jharkhand State Route Stopped

Most guides to this topic still describe a working Jharkhand gazette name-change service. Until the middle of 2025 they were right. Here is what happened, with dates and sources, because you may have been sent to the Government Press by an older page and wondered why nothing moved.

Jharkhand did have a route for ordinary people. The Government Press in Ranchi, झारखण्ड राजकीय मुद्रणालय, राँची, as its own printer’s imprint reads, published name-change notices for members of the public. It was not restricted to government servants, which is worth saying because some states do restrict it that way.

In July 2025 that service was suspended with immediate effect. It was reported on 21 July 2025 by several Jharkhand outlets, which described the suspension as following findings of serious irregularities and corruption at the Press, and said a notice to that effect had been physically posted in the office. The reporting described applications being cleared without the required senior approval, application fees not reaching government accounts, and a records gap covering the period from the state’s formation in November 2000 up to mid-2025. The state Finance Minister was reported to have ordered a high-level investigation.

How we are treating this, and why. These are press reports, not a published government order, we could not obtain the notice itself, an order number, or the name of the signing officer, and we are not going to invent them. We are also not naming the official the reports identify, because those are allegations rather than proven findings and it is not our place to repeat them. What matters for you is the effect, and the effect is corroborated by an independent source below.

That independent source is the most useful thing on this page. On 10 August 2025, Prabhat Khabar, one of Jharkhand’s largest Hindi dailies, based in Ranchi, published a piece by Dipali Kumari on how to change your name. Its opening position is unambiguous:

“झारखंड में नाम परिवर्तन, उपनाम जोड़ने या हटाने का काम पूरी तरह से बंद है”
- name change, and adding or removing a surname, is completely stopped in Jharkhand.

The same article then tells Jharkhand readers they can also publish in the Central Gazette, gives the fee as Rs 1,100 paid through the Non-Tax Receipt Portal, and gives the address as the Department of Publication, Civil Lines, New Delhi-54. A state newspaper independently reaching the same conclusion this page reaches is better evidence than anything we could assert on our own.

Is it still suspended?

We do not know, and we would rather say so than guess. The most recent reporting we can find is from August 2025, and we have found no announcement that the service has resumed. But no news is not proof: a quiet resumption would not necessarily be reported. If the state route matters to you, ask at the Government Press in Ranchi before assuming either way, and note that we could not verify a published number for it, so go through the Jharkhand government’s own directory rather than a search result. What we can say is that the Central Gazette route has been open throughout, is accepted everywhere, and does not depend on how this resolves.

One thing worth taking from this. If you already hold a Jharkhand state gazette notification from before mid-2025, it is a validly published notice and you have no reason to think otherwise. The reporting concerns how the office was run, not the standing of notices it published. Keep it, along with your affidavit and the newspaper page, as a set.

The right route

Why the Central Gazette Works for Every Jharkhand Resident

The Central Gazette is not limited to any one state. Every Jharkhand resident has the full right to apply to it. It is run by the Government of India in Delhi, and once your name appears in it, that record is valid across all of India and abroad.

That is why the Central Gazette is the reliable choice. The passport office, UIDAI, banks, public sector employers and foreign embassies all accept it. School and university boards are the exception, they run on their own records, and a gazette does not automatically fix a board certificate. Whatever the reason for your name change, this is the route that covers the most ground.

Where to file

Gazette Office for Jharkhand

The Central Gazette file goes to the Department of Publication, Controller of Publications, Civil Lines, Delhi-110054. The published notice is downloaded from egazette.gov.in. Some websites wrongly list this office as being in Jharkhand with a Delhi pincode, but it is in Delhi.

Watch out for a common error: some pages print the office as "Civil Lines, Jharkhand-110054". That pincode is a Delhi one, and there is no such Jharkhand office. The real Central Gazette office is in Civil Lines, Delhi.

Good news

Change Your Name in Jharkhand Without Going Anywhere

Yes. A legal name change in India runs on paperwork, not office visits. There is no single name change office you must line up at in Jharkhand.

The only place the file must physically reach is the Department of Publication in Delhi. That is far from Jharkhand, so travelling makes no sense. You do not need to go. Our own office is in Delhi. There is a rule about this that the pages selling you the service tend not to mention. The Department’s own guidelines state: “Application either submitted personally or sent by Post/Courier only will be entertained. No other channel is permissible viz Agents, Advocates, etc.” So nobody can walk your file in for you, and you should be wary of anyone who says they will, ourselves included. What we actually do is everything around the filing: draft the undertaking and proforma in the form the Department expects, get the newspaper notice wording right, assemble the annexures in order, and pay the BharatKosh fee. The application then goes to Delhi in your own name, by post or courier, and we track it and send you the gazette PDF when it is published. You still never have to travel.

The process

Every legal name change through the Central Gazette follows the same three steps, in this order.

Make the affidavit

A short legal statement on stamp paper with your old name, new name, address, father's or husband's name, and the reason, signed before a notary.

Publish in a newspaper

One paper is what the gazette rule asks for, in any language. This is a public notice, so anyone can object.

Get the gazette

The file goes to the Department of Publication, Delhi. Your notice is printed in Part IV of the Gazette of India, and you download the PDF.

Step 1: Make the name change affidavit

An affidavit is a short legal statement on non-judicial stamp paper. It lists your old name, new name, address, father's or husband's name, and the reason for the change. You sign it in front of a notary. On the stamp value we will not give you a figure we cannot source: we could not find a published Jharkhand schedule for a name-change affidavit, and the numbers circulating online have no government backing. Ask your notary or the stamp vendor what applies on the day.

Step 2: Publish the notice in one newspaper

For the gazette, one newspaper is what the rule asks for and no language is prescribed. The notice should carry your old name, new name, parent’s or spouse’s name, address, and the affidavit date if you have one. Prabhat Khabar, Hindustan and Dainik Jagran have the widest Hindi reach in Jharkhand; The Times of India and Hindustan Times are equally acceptable. Keep the full newspaper page, not just the cut-out advert. There is one situation that genuinely needs two papers, a passport re-issue, and it has nothing to do with language. The newspaper section explains it, because getting this wrong is what sends people back to book a second advert weeks later.

Step 3: Get the gazette notification

The file goes to the Department of Publication, Civil Lines, Delhi-110054. It includes the affidavit, the newspaper pages, a typed proforma with two witnesses, a soft copy on CD in MS Word, two passport photos, ID proof, and the BharatKosh fee receipt. Your notice is printed in Part IV of the Gazette of India, published every Saturday. You then download the PDF from egazette.gov.in.

A quick note on order: the affidavit always comes first, because both the newspaper ad and the gazette file copy their details from it.

What Other Websites Get Wrong About Name Change in Jharkhand

The pages ranking for this topic copy each other, and the same errors travel from site to site. Here is what they say, against the verified position, so your file is not built on a myth.

Why this matters: an address that does not exist, a fee tier someone invented or a stale document does not just delay your file, it can mean paying the fee again, and we have not found a refund provision in the guidelines. Every fact in this table follows the Department of Publication's guidelines and the official sources listed below.

If you are from Jharkhand but living abroad, the guidelines for a minor require the declaration to be attested by the Indian Embassy or High Commission of that country and submitted in original. Note that the word “deed” belongs to the passport process rather than to the gazette guidelines.

A note on these figures. Rs 1,100, Rs 1,700, Rs 3,500 and Rs 5,100 are what the Department of Publication publishes and what applicants are charged. But its guideline documents still carry their original validity line, “w.e.f. 01/04/2016 to 31/03/2017”, and have never been reissued with a newer date. We would rather show you that than pretend the source is fresher than it is. Confirm the amount on BharatKosh before you pay.

Watch out: pay only through the official BharatKosh portal and keep the receipt for the file. Do not pay cash to anyone who calls it a "government charge."

Public notice

Newspaper Publication in Jharkhand

Almost every page on this topic tells Jharkhand readers to book a Hindi advert and an English advert. We used to say it too. It is wrong, and the mistake has a traceable origin worth knowing, because it either saves you money or saves you a wasted month.

What the gazette asks for: one newspaper

The Department of Publication’s guidelines say it in a single line: “Change of name should be advertised in one of the daily local leading newspapers stating therein Father’s/ Husband’s name along with residential address and forward it in original to this department.” One paper. No language named. The guidelines for a minor say the same, and add that the full newspaper page must be submitted.

No Jharkhand rule requires a Hindi advertisement, and none requires two papers. Prabhat Khabar, Hindustan and Dainik Jagran have the widest Hindi reach in the state; The Times of India and Hindustan Times are equally acceptable. Pick the one that circulates where you live.

So where does “two newspapers” come from? The passport

It is a real rule. It is just not a gazette rule, and it has nothing to do with language. It belongs to the passport process, and Indian missions state it like this:

“Paper cuttings, in original, of two leading daily newspapers, notifying the change of name. One daily newspaper should be of the area of applicant’s permanent address in India and another daily newspaper of the area of applicant’s present address.”

The split is geographic, not linguistic, where you live now, and where your permanent address is. That distinction matters a great deal in Jharkhand, where a large share of people work in Ranchi, Jamshedpur or Dhanbad while their permanent address sits in another district or another state entirely. Somewhere along the way this became “one Hindi and one English” on hundreds of pages, and a language rule that appears in no government document was invented to explain it.

What this means for you. If the gazette is your only goal, book one advert. If a passport re-issue is anywhere in your plans, check Passport Seva’s own document list before you book, you may need two, one at your present address and one at your permanent address, and the same mission page also asks for a deed poll or sworn affidavit in the prescribed format and requires you to apply at least 30 days after the advertisements appear. Booking both adverts on the same day costs far less than discovering this at the Passport Seva Kendra.

Whichever you book, keep the complete original page with the date and the newspaper’s name visible. A cutting where the date cannot be read is treated as invalid, and the guidelines want the original, not a photocopy.

Important: save the full original newspaper pages, not just the cut-out advert. You attach these with the gazette file, and photocopies alone are often not accepted.

What a Gazette Will and Will Not Fix

People buy a gazette notification for jobs it cannot do. It is cheaper to find that out here than after paying.

A birth certificate cannot simply be given a new name

Birth registration in Jharkhand runs on the national Civil Registration System, with the District Collector’s office as the issuing authority. The limit is set by the central Registration of Births and Deaths Act 1969, not by anything Jharkhand decides: section 15 covers entries that are erroneous in form or substance or made fraudulently, which means clerical corrections, a misspelling, a wrong initial. A wholesale change to a different name is, as the Chief Registrar of Births and Deaths puts it, “obviously not covered under section 15 of the Act”. Adding a name that was left blank at registration is a separate provision: free within the first year, and possible on a small late fee up to fifteen years.

We are quoting Delhi’s Registrar there because it states the central rule plainly and we could not find a Jharkhand office saying it in as many words. The Act is the same Act. Ask your own Registrar before assuming.

School and board certificates run on their own rules

The Jharkhand Academic Council publishes its Acts, affiliation regulations and examination regulations, and offers a “Correction” option in its services menu, but it publishes no procedure, no form and no document list for a name correction that we could find, and no rule stating whether it accepts a gazette notification. We are not going to invent one. Ask JAC directly before you rely on a gazette for a Class 10 or 12 certificate, and treat any page that quotes you a confident JAC rule with suspicion, because we could not find one to quote.

Land records have their own Jharkhand route, and it is a good one

This is the step almost no competitor page covers. Jharkhand runs Parishodhan at parishodhan.jharkhand.gov.in, an online land-record rectification portal launched in April 2022 by the Department of Revenue, Registration and Land Reforms. It lets a rayat apply to correct wrong entries in the khatiyan and in registration records, including the name, as well as address, khata, plot and area, and issues a trackable complaint number, instead of requiring visits to the circle or DC office. If your land records carry the old name, that is where the correction goes, not to the gazette office.

Transgender applicants have a stronger route than a gazette

Under the Transgender Persons (Protection of Rights) Act 2019, a transgender person applied to the District Magistrate for a certificate of identity under section 5, and section 6 required the Magistrate to issue it, with the Rules made in 2020 barring any medical examination. That changed in 2026, and most pages on this topic have not caught up. The Transgender Persons (Protection of Rights) Amendment Act, 2026 received presidential assent on 30 March 2026 and has been brought into force. Under it the District Magistrate issues the certificate “after examining the recommendation of a designated medical board”, headed by a Chief Medical Officer or Deputy Chief Medical Officer. The amendment is being challenged in the Supreme Court, which on 4 May 2026 declined to stay it and issued notice, so it remains in force while that case proceeds.

What has not changed is the entitlement that follows the certificate: its holder may change the first name in the birth certificate and in other official documents. That is still statutory and it still does not depend on a gazette. But if you are applying now, go in expecting a medical board rather than the self-identification route described on older pages, including, until we corrected it, ours. Confirm the current position with your District Magistrate’s office before you file, since this is live litigation.

Where a gazette genuinely earns its money: Aadhaar, PAN, bank and KYC records, employer and EPFO records, a passport re-issue, and anywhere you need one document that proves the change without an argument. That is a lot, it is just not everything.

Once your name change is published, use the gazette PDF to update your other records. This is the final and often the slowest part, so start early.

Keep several printouts of the gazette, because every office wants its own copy and none hand it back. Two habits save grief: do Aadhaar and PAN first, since most other offices check against them, and keep the affidavit and the newspaper page with the gazette as a set, because some offices ask for all three. Is a Gazette enough for a name change in a marksheet?

Do not assume so. The Jharkhand Academic Council publishes a “Correction” option in its services but no procedure, no form and no document list that we could find, and no rule stating whether it accepts a gazette notification. We are not going to invent one. Ask JAC directly before you rely on a gazette for a Class 10 or 12 certificate. Across other states we have looked at, boards tend to correct what the school admission register says rather than adopt a new name from a gazette, so go in expecting to produce school records.

How do I change my name on a birth certificate in Jharkhand?

It is a correction, not a rewrite, and it does not go through the gazette. Birth registration in Jharkhand runs on the national Civil Registration System with the District Collector’s office as issuing authority. Section 15 of the Registration of Births and Deaths Act 1969 covers entries that are erroneous in form or substance or made fraudulently, a misspelling, a wrong initial. A wholly different name is not what that section is for. Adding a name left blank at registration is a separate provision: free within the first year, and possible on a small late fee up to fifteen years.

Is an affidavit required for a name change in Aadhaar?

Not always, and it is worth checking before you pay for one. UIDAI’s own procedure accepts a range of name-change proofs, and for several common situations, a typing error, a transliteration difference, initials, a marriage or divorce surname change, a gazette is not required at all. Where you do need supporting proof, a gazette notification is the cleanest single document. Start with what UIDAI asks for rather than buying the heaviest option first.

We do not know, and we would rather say so than guess. The most recent reporting we can find is from August 2025 and we have found no announcement of resumption, but no news is not proof, and a quiet resumption might not be reported. If the state route matters to you, ask at the Government Press in Ranchi before assuming either way, and note that we could not verify a published number for it, so go through the Jharkhand government’s own directory rather than a search result. The Central Gazette route has been open throughout and does not depend on how this resolves.

You have no reason to think otherwise. The reporting concerns how the office was run, not the standing of notices it published. Keep the gazette together with your affidavit and the newspaper page as a set, because some offices ask for all three, and do not let anyone sell you a replacement on the strength of the news.

Through Parishodhan at parishodhan.jharkhand.gov.in, not through the gazette office. It is the state’s online land-record rectification portal, launched in April 2022 by the Department of Revenue, Registration and Land Reforms, and it handles wrong entries in the khatiyan and in registration records, including the name, as well as address, khata, plot and area. You get a trackable complaint number instead of having to visit the circle or DC office. Very few guides mention this step at all.
