The governing rule is The Karnataka Government Servants (Procedure for Change of Names) Rules, 1967, listed among the service rules published by the Department of Personnel and Administrative Reforms (DPAR). The application goes to your Appointing Authority, in triplicate, setting out the reasons. Your department corrects the service record itself, the 2024 judgment noted this happens without any court order. The Rules also carry a specific provision for women government servants changing their name after marriage.
A different instrument applies: Government of India circular No. 19016/1/87-Estt(A) dated 12 March 1987 (Ministry of Personnel, Public Grievances and Pensions, DoPT). It requires a change of name deed, followed by publication in a prominent local newspaper and in the Gazette of India, at the employee's own expense. A woman employee changing her surname after marriage gives a formal intimation of the marriage to her appointing authority with the request.
SSLC marks cards, PUC certificates and degree certificates are the hardest records to change in Karnataka, because of a state circular that name change websites rarely mention.
For Karnataka education records a gazette notification alone is usually not enough. Under Government of Karnataka circular ED 100 DTB 2014, dated 26 October 2015, a civil court declaratory decree is required to correct a student's name after SSLC.
