How old can my affidavit and newspaper notice be?+
Not more than one year. The Department of Publication does not accept documents older than one year, so file the gazette while your papers are fresh. Documents once submitted are not returned, so keep clear copies.
Will I get a printed gazette copy by post?+
No. Printed copies stopped from 1 October 2015. The HP Rajpatra is published online on rajpatrahimachal.nic.in, and the Central Gazette PDF is downloaded from egazette.gov.in under Weekly Gazette, Part IV, published every Saturday. Neither needs certification.
How can I change my name through the gazette in Himachal Pradesh?+
Make a notarised affidavit, publish the notice in one newspaper, then file for a gazette notification. For all-India validity, use the Central Gazette, where the notice is printed in Part IV of the Gazette of India.
Can Himachal Pradesh residents apply to the Central Gazette?+
Yes. There is no state restriction. Any HP resident can apply to the Central Gazette, and it is the stronger, pan-India valid option.
Does Himachal Pradesh have its own online gazette portal?+
Yes and no, and the distinction matters. The Rajpatra at rajpatrahimachal.nic.in is real, online-only since 2007, digitised back to 1953, but it is a publication archive with a department-only login, not a portal you apply through. Citizens’ name changes do appear in it (we quote a published issue on this page); how they get in is not published, and the department’s RTI says it does not deal with the public directly. For pan-India work, most people use the Central Gazette.
What is the fee for name change in Himachal Pradesh?+
The Central Gazette fee is Rs 1,100 for adults and Rs 1,700 for minors, paid on BharatKosh; Rs 3,500 and Rs 5,100 for adults and minors living abroad. There is no per-alias charge, the Rs 250 in circulation is the cross-religion surcharge, making Rs 1,350. No HP Rajpatra fee is published anywhere we could find, so treat any quoted state fee as a guess. The guidelines still date every central rate “w.e.f. 01/04/2016 to 31/03/2017”, so confirm on BharatKosh before paying. Stamp paper, notary and the newspaper notice are extra.
How long does a name change take in Himachal Pradesh?+
We will not give you a number we cannot stand behind, an earlier version of this page said 30 to 45 days, and no official document states any timeline at all, on either route. The affidavit is same-day, the newspaper notice a day or two, and the wait is in Delhi. Plan for weeks rather than days.
Do I have to go to Delhi for the Central Gazette?+
No, but note how. The file goes by post or courier, in your own name. The Department’s guidelines say “Application either submitted personally or sent by Post/Courier only will be entertained. No other channel is permissible viz Agents, Advocates, etc.”, so no consultant, ours included, can submit it for you. Everything around the filing can be done from anywhere in Himachal, including remote hill districts.
Is the HP State Gazette valid for a passport?+
The Central Gazette is the safe choice for a passport, but the State Gazette is worth more than most pages say: Indian missions accept a “Gazette notification published in the Indian Union/State Official Gazette” as a substitute for the Indian newspaper advert, which includes an HP Rajpatra notice. For PAN, banks and work abroad, the Central Gazette remains the version nobody argues with.

Can I change my name online in Himachal Pradesh?+
Less than most pages claim. The Rajpatra portal publishes results online but takes no applications. For the Central Gazette, the fee payment and the download are online while the affidavit, the newspaper notice and the file itself are not, the file goes by post or courier in your own name. You can still run all of it remotely.
Where do I download my gazette once it is published?+
For the Central Gazette, from egazette.gov.in under Weekly Gazette, Part IV. For the state gazette, from rajpatrahimachal.nic.in. Keep several printouts.
Do I need a lawyer to change my name in Himachal Pradesh?+
No. A notary attests the affidavit. Help from a consultant mainly saves you from format mistakes and rejections.
Can I change my name without a gazette notification?+
For small local needs an affidavit may pass, and for PAN, banks and employers a gazette is what most offices accept without argument. For a passport, mission pages ask for a deed poll or sworn affidavit plus newspaper cuttings, and accept a Union or State gazette notification as a substitute for the advert, so a gazette helps, but check Passport Seva’s own list rather than assuming you must buy one.
Which newspapers should I use in Himachal Pradesh?+
One paper is enough, in any language, the guidelines say “one of the daily local leading newspapers” and name no language. Amar Ujala, Dainik Bhaskar and Divya Himachal have the widest Hindi reach; The Tribune is equally acceptable. The two-paper rule you have read about is the passport requirement at Indian missions, split by address, not language.
I want to change my surname after marriage. What extra do I need?+
Add your marriage certificate to the file. The affidavit states your maiden name and married name. The rest is the same.
Do I need signatures from two gazetted officers on my affidavit?+
For an ordinary name change, no. That extra step mainly applies to government employees, who follow their department's deed rules.
What if there is a spelling mismatch in my documents?+
Mismatched spellings across the affidavit, newspaper ad and ID proof are the biggest cause of rejection. Every spelling must match exactly.
How do I update Aadhaar and PAN after the gazette?+
Use the gazette PDF as proof and apply through the normal Aadhaar and PAN update routes, or let us handle it for you.
Can NRIs from Himachal Pradesh change their name?+
Yes, with valid Indian ID. Someone living abroad needs the deed attested by the Indian Embassy or High Commission.
Will the department return my original documents?+
No. The Department of Publication does not return submitted documents. Keep your own extra copies.
Has anyone ordinary actually used the HP Rajpatra for a name change?+
Yes, and we quote one on this page: HP Gazette No. 86 of 25 July 2023 carries a “CHANGE OF NAME” section with a private resident of Tehsil Shimla correcting his name in his daughters’ school certificates, on a sworn affidavit; Gazette No. 222 of 24 January 2024 lists further citizen name changes under Miscellaneous and Court Notices. So the route is open to residents, unlike Punjab’s, which is restricted to government servants. What is not published is how a citizen files into it or what it costs; ask the Controller’s office or your DC office.
Is a name change covered by the HP Public Services Guarantee Act?+
No. The Act is real and notified services carry time limits and appeal officers, but the Printing and Stationery Department’s RTI disclosure lists no services notified under it. So gazette publication has no statutory deadline and no designated officer, nobody owes you this by a date, and pages implying a guaranteed state timeline are implying something that does not exist.
Can a Lok Mitra Kendra file my name change?+
No, Himachal Online Seva’s 217 services across 39 departments include birth and marriage certificates but no gazette or name-change service. Where your local LMK genuinely helps is afterwards: updating Aadhaar and certificates once the gazette is published, at a nominal fee, without a trip down the hills.
What script and language will my gazette be in?+
The Gazette of India notice is in English, and the published HP Rajpatra name-change notices we read are in English too. Fix one exact English spelling of your new name and use it identically in the affidavit, the newspaper notice, the application and your Aadhaar, a Devanagari-to-English variant (Suneel against Sunil, say) is precisely the kind of mismatch the published notices exist to correct, and the single biggest cause of files bouncing.
Will HPBOSE change my certificate if I have a gazette?+
Do not assume so. HPBOSE publishes an application form for correction of a candidate’s or father’s name, but its conditions are not readable online and no gazette-acceptance rule is published that we could find. Across every state in this series, boards correct what the school admission register says rather than adopting a new name from a gazette, and in J&K it took a High Court writ in 2025. Ask the Board at Dharamshala directly, and expect to produce school records.
Transgender applicants: what changed in 2026?+
Under the Transgender Persons (Protection of Rights) Act 2019, a certificate of identity came from the District Magistrate on self-identification, with the 2020 Rules barring medical examination. That changed: the Amendment Act received assent on 30 March 2026 and was brought into force on 25 May 2026 by a commencement notification of 22 May 2026, and the District Magistrate now issues the certificate after examining the recommendation of a designated medical board headed by a Chief Medical Officer or Deputy CMO. The Supreme Court declined to stay it on 4 May 2026, so it applies while the challenge proceeds. The entitlement that follows, changing the first name on the birth certificate and other documents, still does not depend on a gazette. Confirm the current position with the DM’s office, since this is live litigation.
